Further work on suppressing shell history in Tramp

Fixes: debbugs:19731
* net/tramp-sh.el (tramp-histfile-override): Fix docstring.
(tramp-open-shell, tramp-maybe-open-connection): Set also
HISTFILESIZE and HISTSIZE when needed.
